Dr. Alexander Moore is a dedicated human services professional, educator, and advocate with a deep commitment to delivering transparent, evidence-based, and high-quality services for individuals with intellectual and developmental disabilities (IDD) and mental health needs. As the leader of Kemetic Services LLC, Dr. Moore has built a reputation for implementing best practices, fostering interdisciplinary collaboration, and ensuring a seamless, client-centered approach across all licensed programs.
Dr. Moore’s passion for service was cultivated through his early career as a technology education teacher and mentor to at-risk youth. One defining moment in his journey occurred when a group of students he mentored—often labeled as “misfits”—placed second in a citywide chess tournament. Despite their struggles in other academic and social settings, these students flourished under his guidance, leading school administrators to recognize his unique ability to connect with and support individuals facing challenges. This experience reinforced his belief in the power of respect, support, and structured guidance—a philosophy that continues to shape his leadership in human services today.
While working toward his Master’s in Education, Dr. Moore balanced his time between teaching by day and working with individuals with disabilities by night and on weekends. He gained hands-on experience as a job coach, job developer, and direct support professional (DSP), deepening his understanding of the barriers individuals with disabilities face in employment and independent living. His transition from corporate America to education and then into disability and mental health services marked a period of personal fulfillment and clarity in his career path.
Recognizing his calling to create systemic change in the field, Dr. Moore took on a leadership role as a Clinical Director, overseeing service delivery across multiple programs statewide. It was during this time that he realized the impact he could make by building a service organization that prioritizes quality, transparency, and best practices. With this vision, he founded Kemetic Services LLC, an organization dedicated to delivering exceptional IDD and mental health services with a strong emphasis on person-centered care and interdisciplinary collaboration.
Dr. Moore is committed to ensuring transparency in all licensed programs, believing that families, guardians, and individuals served should have a clear understanding of the care, support, and opportunities provided. His approach to leadership includes partnering with trusted professionals in behavior analysis, occupational therapy, and psychiatry to create an unofficial interdisciplinary team that enhances the quality of services delivered. He also actively collaborates with day programs and employment services to ensure that individuals have access to the least restrictive environments and opportunities for independence.
Under Dr. Moore’s leadership, Kemetic Services LLC recently achieved a rare distinction—completing their CARF recertification process with no recommendations, a feat accomplished by only 3% of providers in the industry. This milestone reflects his unwavering dedication to operational excellence, compliance, and innovation in service delivery.
Beyond running a successful organization, Dr. Moore remains deeply involved in direct care, serving as a sponsor (DSP) for individuals with disabilities in his own home for over 15 years. His hands-on approach ensures that Kemetic Services LLC is not just a service provider, but a mission-driven organization that values integrity, inclusion, and individual empowerment.

Co-Owner, Kemetic Services LLC
Jenae S. Moore, MPA, is a dedicated leader in intellectual and developmental disability (IDD) services, bringing a wealth of experience in human services, public administration, and corporate leadership to her role as Co-Owner of Kemetic Services LLC. With over 35 years of experience in both the corporate sector and disability services, Jenae has been instrumental in establishing best practices, ensuring compliance, and upholding evidence-based methodologies in service delivery.
Jenae’s passion for helping others began early, as she started working in respite care during her teenage years. Though she initially pursued a career in fashion design and later worked as an Engineering Technician for London Fog Manufacturing, her deep-rooted commitment to advocacy and support for individuals with disabilities led her to transition into the human services field. She began her education at the University of Delaware and later completed her Bachelor’s in Behavioral Science with a Minor in Human Resources at Wilmington University in Delaware, followed by a Master’s in Public Administration (MPA).
Before making a career change into intellectual and developmental disability services, she held progressive leadership roles, serving first as a Director and later as an Assistant Executive Director in the corporate sector. Her experience in organizational leadership, program management, and administrative oversight has provided her with the expertise necessary to implement best practices and evidence-based service delivery in the human services field.
As a co-owner of Kemetic Services LLC, Jenae plays a vital role in the organization’s daily operations, focusing on administrative oversight, HR management, and strategic planning. She was instrumental in guiding the HR and administrative aspects of the CARF accreditation survey and has successfully led the organization through annual licensing reviews, ensuring compliance with state and national standards. Her commitment to transparency, operational efficiency, and evidence-based service delivery has helped Kemetic Services LLC achieve industry-recognized excellence.
Beyond her leadership role, Jenae has been a co-sponsor for 15 years, providing direct support and a family-centered living environment for individuals with intellectual disabilities in her home. This hands-on experience has given her a unique perspective on the needs of individuals receiving services, allowing her to advocate effectively for policies and programs that promote independence, inclusion, and high-quality care.
Jenae remains dedicated to the craft, ensuring that Kemetic Services LLC continues to operate with integrity, innovation, and a commitment to best practices. She is passionate about building strong interdisciplinary teams, fostering collaboration, and ensuring that individuals served receive the highest quality of care based on proven evidence-based methodologies.

Interim COO
Christopher is a seasoned behavioral health and healthcare operations executive with over 25 years of leadership experience across clinical, correctional, and community-based settings. He has a strong record of success in strategic planning, compliance, organizational growth, and CARF/JCAHO accreditation. Chris has led large-scale system transformations, overseeing the development of withdrawal management centers, programs for individuals with developmental disabilities, and statewide behavioral health networks. As a consultant, he has supported over $17 million in successful grant applications and launched a 64-bed treatment facility within six months. Chris holds a Master of Science in Community Counseling and has presented nationally on reentry, cognitive behavioral treatment, and integrated service delivery. He currently serves as Board Chair and Co-Founder of Community Collaboration of Delaware.
Intake Coordinator / Social Work Professional
Lynn Turner is a dedicated and compassionate social work professional with over a decade of experience supporting individuals with intellectual and developmental disabilities, mental health needs, and co-occurring conditions across community-based settings. She currently serves as the Intake Team Lead at Kemetic Services, LLC, where she oversees a centralized intake department and leads a multidisciplinary team to ensure timely, person-centered service access for individuals and families.
Lynn brings a strong background in Medicaid Waiver coordination, crisis management, and person-centered planning, with deep knowledge of Virginia’s DD Waiver system, HCBS standards, and DBHDS compliance. Her expertise extends to supervising intake operations, mentoring emerging professionals, managing complex referrals, and collaborating with Community Services Boards, Support Coordinators, and direct service providers.
Throughout her career, Lynn has served in both direct service and supervisory roles, including as a Support Coordinator III with Norfolk Community Services Board, where she conducted waiver assessments, facilitated discharge planning from institutional settings, and provided education to community partners. She is known for her strong leadership, ability to build trust with families and agencies, and unwavering advocacy for individuals with disabilities.
Lynn holds a Bachelor of Social Work degree from Norfolk State University and an Associate of Arts in Liberal Arts & Sciences from Saint Leo University. She is a proud member of the Alpha Delta Mu National Social Work Honor Society and the National Association of Social Workers (NASW). With a leadership style rooted in empathy, collaboration, and integrity, Lynn is committed to creating equitable pathways to care and ensuring that every individual has the opportunity to thrive in their community.
Behavioral Health Specialist / Intake Specialist / Healthcare Professional
Patricia Whelehan is a passionate and versatile healthcare professional with nearly a decade of direct service experience across medical and behavioral health settings. She currently serves as an Intake Specialist at Kemetic Services, LLC, where she supports individuals new to services by providing transitional care, conducting intakes, and ensuring a smooth handoff to long-term staff. She remains actively involved through staff supervision, coverage during absences, and fostering person-centered support throughout the individual’s journey.
Since beginning her career in 2017 as a Home Health Aide, Patricia has built a strong clinical foundation, progressing to Certified Nursing Assistant in a hospital setting, and is now working as a Behavioral Health Specialist at Bon Secours Hospital. Her professional path reflects a deep commitment to improving the lives of individuals with complex medical, developmental, and behavioral health needs. She is currently advancing her expertise by pursuing a Bachelor of Science in Nursing (BSN) at Herzing University.
In her supervisory role, Patricia emphasizes a leadership style grounded in openness, encouragement, and education—prioritizing growth through mentorship rather than punitive measures. Her work consistently focuses on supporting individuals in reintegrating into their communities and strengthening family connections as part of holistic care.
With a background that bridges medical and behavioral health, Patricia brings flexibility, empathy, and insight to every role she holds—ensuring quality care and continuity for those served by Kemetic Services.
Intake Specialist / Behavioral Health Specialist
Harley Causey is an empathetic and driven healthcare professional with over a decade of experience working with individuals with developmental disabilities, cognitive impairments, and complex mental and physical health diagnoses across both community-based and residential settings. She is currently an Intake Specialist with Kemetic Services, LLC, where she provides intake services to new clients, including intake screening and training of long-term staff, Direct Support Professional services within the home, as well as supervising staff with fairness, understanding, and compassion.
Harley began her healthcare career in 2012, working with patients suffering from cognitive impairments and developmental disabilities. Throughout the course of her career, Harley has developed a strong commitment to providing person-centered care and dignity to all individuals whom she serves. Harley is currently pursuing a Bachelor’s Degree in Health Services Management from Norfolk State University, with plans to continue serving the IDD/Behavioral Health community.
The goal of community integration, independence, and person-centered care pushes Harley to continue working side by side with the individuals she serves, as well as their families, in order to achieve their goals. Harley brings knowledge, commitment, and compassion to every interaction with both clients and their families, ensuring that there are open lines of communication between families and service providers.
